First of all, you're a bit too young (you're under age and in school), secondly he was close to your sister (that could add problems further along), and thirdly, he has a girlfriend. Three good reasons not to bother with him. You don't either want to get used, get into a fight with your sister, or worst of all be seen as responsible for breaking another girl's heart. That would ruin your reputation.
