 I think you need to talk to her again before deciding what to do next. She's giving you mixed signals which isn't fair on you. You have a right to know why she doesn't want a relationship. So I think you should tell her how you feel again and explain to her that she's confusing you. Ask her if there's a chance for you two in the future because you need to know whether you can move on or not. If she messes you about even more, then I'd say it's time to move on.

 You should forget about this woman. She has clearly stated that she is not interested in a relationship at the moment. It is not a good idea to keep pestering her. Just let it go.
