Is he playing mind games? Two weeks together. He broke up with me. A week later he says he loves me?

I was dating this guy who is 19, we shared so many laughs, funny memories and some really sweet memories too. We were "dating" for about 2 weeks, and then he said he wanted to break up because he was working so many hours and didn't find it fair on me, I said to him I didn't care if he was working so many hours, I just wanted to be with him... But anyway, we broke up.. A week later he text me saying: hey, are you busy Friday, would you like to meet up. We met up on that Friday, and whilst we were sitting in his car, in a park car park, I was really quiet cause obviously he broke up with me and I really liked him and still missed him. He tried kissing me and I started crying because I didn't want to be hurt ( I explained to him why I was crying, telling him " I don't you to hurt me again" 'emotionally') I had NO clue what was going on with us as he had just broke up with me... He started telling me that he loved me, was hugging me and kissing me, I'm so confused because he's making me now feel that we are back together, he kept holding my hand, calling me his girl and saying he loved me... And also saying day or night im here for you...is he playing mind games? Or are we back together? I'm confused and don't know how to ask him... What do you all think...?..
