Your cousin is probably against it because it's his friend and it might be a little weird for him. Or maybe your cousin is just being a brother type and is being a little over-protective.

my buddy went out with a 20 year old when he was 17 and no one said anything to her about it.
personally I don't see anything wrong with it, i say go for it.

 I don't see why you think such a relationship would be "perverted". What if he were two years your senior? If you and this guy make a good match, go for him.
I also don't see why it is your cousin's business whether you are with this guy or not. You and the lucky guy you love are the only concerned parties here. Don't pay attention to what people say.
