 Luke has no right to be mad about you having a boyfriend since he's been stringing you along for so long. Just tell him you got tired of waiting for him.
As for losing one of them... well you can't date both of them. Luke is unavailable and to be honest he sounds like one of those guys who will never break up with his girlfriend and is just stringing you along. Focus on your new guy. You're still so young that even if things change it shouldn't be too hard to change your circumstances too. However, if you know you can never love your current boyfriend you should finish things so he has the chance to find someone who does love him.
