 First, don't be so sure you are through with puberty. Puberty last longer in males, it's not unusual to have 17/ 18 years old boys not at the end yet of stage 5 ( the final of the 5 stages of puberty ).
Anyway even if you don't grow anymore- you have grown enough. The length you quote is about an inch over the average , so you could actually be called fairly well endowed.
As for your girth, what do you mean you can't measure it ? take a tape measure it and wrap it around your penis both in erection , and flaccid.
Anyway, I am willing to bet that your girth will be ... more or less, sort of proportional to length. It may be a bit slimmer than average, or just like the mondial/ national average, or a bit thicker... but , based on my personal observation, I really doubt that your penis looks like a breadstick, ot a sipping straw, all length and no girth. At least, I haven't ever seen any shaped like this.
As for its size when not erected- as the other Aunts have told you, it's a " grower " vs. " shower " thing. Dangling a "shower" in the lockroom must be good for one's ego, I suppose- but that's it. You might very well have a longer penis , in erection, of many of your " shower " friends.
Finally,at 15 is normal to have this kind of worries, but in time you'll find out that size is overrated. It's not how big it is, but how well you use it. And, alas , I know that you don't want to hear that , but it's true- a whole lot of women do not reach orgasm through penetration alone , so if you are small, medium or large is not relevant- you have to use other things to satisfy them.

Dont measure using a ruler as it isnt accurate!
Your girlfriend is as interested in how you treat her more than the size of your equipment.

 You're size is normal. Your worries are normal. However, size really doesn't matter because most women don't need penetration to orgasm.
The reason I say that is because you know your size won't affect you enjoying sex in a few years (please don't start any time soon!), but you could have no penis and still give a woman (or man) a good time.
A side note is that many guys don't finish puberty until 18 - 21 years old and the majority of girls are self-conscious about their bodies, so remember not to be judgmental about the sizes/shapes they come in too.

 You're totally fine!! And yes, you're a "grower", or as I like to say - your penis is a lightsaber. Your measurements are perfect, and you have no reason whatsoever to be embarrassed by your equipment.
