I can't tell if he's just not interested or if he really is busy. Do I respond or just let it go?

I met this guy about 3 weeks ago and we went out and we had what I thought was a great date. So great in fact we decided to go out the next night as well, which in retrospect was probably not a smart move. Then he just didn't call me or anything. I left it for about five days and then I sent him a text to see what was going on. He responded but wouldn't commit to going out again. It's been nearly two weeks since we saw each other and I basically gave up, and now he's text me telling me things were just moving too fast and he's really busy at the moment but we'll meet up soon. I can't tell if he's just not interested or if he really is busy. Do I respond or just let it go?
