 I'll assume you entered your age wrong. 13-15 is too young for sex or college. Do you mean 16-18 and taking college courses? If that 13-15 age is correct, disregard this advice, and just wait until you're older.
Also disregard the posters below implying you don't know when "no" means "no." That's just uncalled for.
Get her into an environment that encourages you both to act and feel sexy. Take her dancing, or out for a nice walk (depending on which she is more tempermentally suited for), or anywhere in between, then get her alone somewhere for making out, then alone somewhere else to actually do it.
Don't fret if it doesn't happen the first time... or the second or third, for that matter. Nothing will turn her off faster than watching you get upset over not having any. Patience is the key; you have to balance the physical/emotional act of moving forward, while appearing less invested in it than she is.
Talking about it is a bad move. This is the sort of thing that needs to happen very fluidly, or she will get nervous and not feel good about it. Your goal is not to make her "give it up," it's to make her want it. Be a man worth sleeping with.

 You can talk to her about it. You can't talk her into sex or make her have sex. That's rape, and if not rape it's a surefire way to make her dump you and hate you. If you like her, you absolutely have to respect her boundaries. You're too young to have sex anyways, you should wait until you're older. Or at least until you have enough maturity to realize you need to respect people's wishes to not have sex.
