You shouldn't act on it though, as it may cause problems for you and for your teacher.
Also the other two posters should realize that the question was asked by a 13 year old girl seeking some advice, and does not deserve nasty, unhelpful answers.

 This is just a crush sweetie, it will pass eventually. I know it feels like love at the moment, but love can only happen between two people that are in a relationship. Any feelings you have for someone before you get into a relationship is only a crush, where you really like that person.
Because she is your teacher you cannot have a relationship with her, because she will go to prison. I'm sure you dont want her to lose her job and go to prison, so please dont speak to her about how you feel or ask her how she feels. If you do try and talk to her she will report it to someone senior at the school, and chances are you wont be allowed to go near her and you will have to go to the school counsellor for help. Now I'm sure you dont want that either!
There is no way of knowing if she was looking at you, or whether she was just bored in a bit of a daze staring into space, and it just so happened that she was looking in your direction.
Leave this as a crush and dont mention it to anyone. It will only cause you and your teacher a lot of problems.

 If you say ANYTHING to her that is inappropriate and not school related, she can and will report you to school authorities. When students make passes at a teacher, it is a threat to the teacher's job and reputation. It is not flattering. You have a crush, so continue to admire her in your own mind, but that is as far as it can go.
