I have had a breast reduction a few years back, and I think he probably knows that I'm a little self conscious because of the scars from the surgery. Could that be why he doesn't take my shirt off? Or am I supposed to be the one to take it off? Or does he not like my boobs? If during foreplay he likes to feel me up and the feeling up also includes playing with the girls, is it safe to assume that he does like my boobs and wants me to take my shirt off? I know this sounds stupid and I'm probably making a bigger deal of this than it needs to be, but if I could get some advice here it would be appreciated!

 I dont think there are rules about who is supposed to do what. If he does not do it, then just take it off yourself, ..and his too if he has one on. Skin contact is nice, so it might make him want to have that and initiate it himself in future.

it could just be that ur both so caught up in the moment that he's too busy enjoying himself to take ur shirt off.
try speaking to him if ur really concerned, you could be worrying about nothing!
