But then she did it a second time this time my hand grabbed her breast tight because she basicly fell and my hand had to hold her (so unintentionally).. Well this time she went limper then befor I was positive she was off the ground. So there I was holding her up with one hand on her breastSo girls.. 2 questions..1. Could she feel my hand on her breast even with the coat on?2. Did she go limper the second time do you think so I had to acually grab it to hold her up?Shes is and isn't shy about me touching her breasts so I'm always confused when it happens

Copping a feel in the process? Well, she had the opportunity to let you know if she had a problem with that. Being your age, I think you should get permission before you "feel-up" on young-ladies. She may not have been aware you were being sneaky; because of the thickness of her coat.
Don't do things on the sly. Give a girl the right and option to say "no." It's being a gentleman, and not being a perv or a creep.
She liked being held in the arms of a strong-guy, she was caught-up in the moment of being kissed! Using this to do things on the sly isn't a habit you want to become a part of your character. You should do nothing without permission. Being sneaky, and touching her lady-parts, is violating her body; and if she doesn't know you're doing it, that makes it even worse.
Don't feel bad, you got away with it this time. If you weren't a gentleman, you wouldn't have bothered to ask DC about it.
If you respect her, don't touch her private areas; unless she knows exactly what you're doing, so she can say "no," if she doesn't want you to. Only she knows for sure why she went limp, and you could ask her what she was up-to to be sure. My guess is, she had no idea you were copping a feel. It's hard to tell, maybe she though it was there by accident; but when someone catches you off-guard, and you're trying not to drop them, boobs may get in the way on a young-lady. They're so close to her armpits.

 In response to your first question, would you feel her hand on your penis if you had a coat on? Of course you would - especially at your age, when hormones are running riot. Her breasts are no less sensitive than your penis.
Who knows why she went "limp". You were messing around. You were both flirting. Stop overthinking it. If in doubt, ASK. There is no shame in admitting you are not sure what is expected of you.
And make sure you have contraceptives with you in case all the messing around gets out of hand.
