 On the serious side: I think he wanted to kiss you on the lips but might have thought it was a little too soon. He may have also been unsure about how receptive you would be. You did say that it wasn't until recently that you recognized your attraction. He is probably trying to figure out what is going on with your feelings for him. Pretty understandable don't you think?
On the lighter side: He could have a thing for foreheads. If there are foot fetishes and hand fetishes why cant there be forehead fetishes? Behind that beautifully rounded noggin is the largest sexual organ in the human body. It actually makes more sense than other fetishes I have heard of.
