He is a video game nerdy kinda guy he loves to joke and him and his friends are always making pranks on each other. So he is a very silly funny guy but he is very very in love with me so I thought this could be a good idea? I also have one more question.  Someone already mentioned it, but no sexy pics! Those can be used against you if the relationship does not work.
Many cities have free outdoor concerts, street festivals, etc....grab a homemade picnic and go out for a walk to a park with his favorite treats. Rent some old movie he likes and set up a cuddlezone in front of the TV.
Try low cost EXPERIENCES rather than things. It takes far more effort and more creativity!
Low budget gift? Your time is always going to be the best gift anyway!

 Framed photo, yes. T-shirt - terrible idea. Where would he wear it?When it comes to sexy photos, unless you are in the entertainment industry it's not a good idea to have overly sexy photos lying around with people. Try to keep it classy.

One thing I have to say about sexy pictures... You never know where they can turn up if you guys at some point break up. Specially after a bad break up.
I would not print sexy pictures on a T-shirt.

 I got pin up type photos done for my man a couple of years ago. He loved them. He said I looked hot in one of them and like a 30's movie star in the other. Check to see if there are any photographers on your area that specialize in the types of pictures you want to take. If you live near St. Paul, MN check out Sugarbomb studios. The guy who owns it, Nate, does a great job.
I live in the Minneapolis/St. Paul area of Minnesota and we have a magazine that actually did a whole article on things to do in my area for the summer. You can see if your city and/or state does anything like that. You can find low budget ideas in there. Otherwise you could go to a zoo, most local zoos are pretty cheap. If you are a more outdoor type couple, when you're man is not playing video games, try a state park and go for hike. Bring a picnic basket and have a nice lunch together. And if you want to make a weekend out of it (and you have the supplies), rent a campsite at a state park. I know in MN, a state park site is only about $25/night. A whole weekend for $50 plus food is pretty easy on the budget.

reader, anonymous, writes (14 June 2011): sorry but this sounds like a terrible idea. what's he supposed to do with the photo? if it were me I would make some sort of special meal that he likes, and maybe a birthday cake, some sort of nice drink, and go for a lunch or picnic or something, and take some cute photos as a couple during the outing. that would be way more fun and memorable, and not too expensive.

As for low-budget ideas: check out your city's museums (some have free admission), go on a picnic or play in a park, go camping, go on a coffee date, go on a walk or bike ride, take a cooking class or other class together, etc.
