I hardly see or talk to him and we don't know each other. I occaisonally interact with him. He works at a coffee shop, which is where I see him. He always smiles at me and says things like "hey there" while looking me in the eyes. I noticed that he hadn't done this with other customers, usually he just gives them their drink. One day, when I walked inside, he watched me the whole time. He wasn't taking my order, but he was making it. So I don't know if he was just staring at me so he knew my order, or if he was staring at me because he may like me. He seemed to stare at me for the longest time, which made my heart beat soooo fast! He then gave me my drink, smiled widely, looked me in the eyes, and said have a nice day. I said thanks you too, stared at him, but looked down at my drink since im shy(: he continued to stand there and kept smiling while looking down. I then left...However, the last time I went, he didn't even look my way or pay any attention to me at all. I wanted to catch his eye and start up a conversation, but the other girl took and made my order. I was bummed. Do you think he likes me at all? Or am I noticing these signs because I like him?

Maybe he smiles because you tip well. Maybe he smiles because you are a regular customer and he knows you aren't going to give him a hard time. Unless you try to chat him up, you will never know whether he just thinks you are a good customer, or if maybe he has a crush on you too.

 He is in the SERVICE industry as a barista, which means he will be nice and polite to customers. Nothing you write in your post seems like flirting or extended interest, sorry.
I would honestly, not read more into what he is doing.
Find a time where it isn't so busy there and see if you can strike up a conversation with him.
