 Its hard to say from what you have mentioned here. He might like you but is to shy to talk to you, which is why he looked away.
Or he might just be a people watcher, he might have been in a world of his own and never realised he was staring.
Either way you are not going to find out an awful lot unless the pair of you actually speak, one of you has to break the ice, might as well be you, just go over and say hi and spark up a conversation.

reader, anonymous, writes (7 November 2021): Staring doesn't necessarily mean a whole lot. He's got to speak-up and make some kind of attempt to let you know he likes you. Staring-contests are childish. Somebody has to make the first move, or you'll just have stare-downs.
If it's that hard for him to get the nerve to even talk to you; maybe he's not all that interested, and just likes staring at girls. If you can't find the nerve to approach him, and say hello...how long is this "staring" going to go on???
Well, your eyeballs have met! How about introducing the rest of your bodies?
