 It's illegal for a reason. As others have said, your body just isn't ready, despite how YOU might feel about it and could lead to all sorts of physical complications even if you manage to avoid pregnancy, let alone the emotional and psychological ones.
Now, how could you cope with having a baby at 13? What would your parents say? Where would your future plans disappear to?
Then, just consider if youre present bf, or any future one, has been playing the field - do you want to catch any potentially fatal disease?
Loads of questions there, but you need to consider them all, and more besides.
Now, providing you are strong-willed enough to stop when things get close to full sex, there is no reason why you shouldn't do a little mutual investigation, but do remember that at your ages it still counts as sexual abuse if anyone finds out.
Be careful, and wait until the proper time, with someone whom you really care for before you have sex.

 No darling, its not a good idea at all. You are not prepared physically or mentally for sex. It might sound like fun, but its alot more than just fun. Please consider all options and WAIT. Having a baby at 15 isn't a good idea either. Food for thought.

 As a rule, no. It sounds nice, but you'd regret it later... And that's assuming it doesn't leave you with a reputation for being easy, in which case you'd regret it now. For now, enjoy being a teen, date casually, kiss some, but stop there. You'll be glad you did.
