I can't tell if he is just being friendly or wants more?

My friend Rob and I have know each other for a year or more and he started out a long time ago acting nice and flirting. He used to have me listen to his music and watch videos on his ipod, I did a word search and he would write our names on it, texted me all the time. Then a few months later he was quiet and no longer texted me or talked to me until after summer. Now he talks to me on the bus, if I touch him he smiles, he always makes me laugh, makes fun of his cousin to make me smile, he turns in my direction and has his leg over the other. Sometimes if I wait for my friends outside the bathroom he looks in my direction. He looks only at me even if someone is sitting next to me, he always looks through the other person to get to me. But his friends are mostly girls and he comments them online and he cares when they're sad or need someone there for them. i don't get him at all. My mom tells me that he does care about me its just he doesn't want to show it. Why would he not care about me? He does all these things and yet he's there mostly for his friends. I know that he likes me but I don't want to tell him. the signs show that he is totally interested but I can't really tell between friendship and more than friendship. He always treated me differently from his friends either in a good way or a bad way?
