 Tell your parents who can then talk to his. This guy is harassing you and if you have said "stop!" "NO!" loudly and clearly and he still carries on, you have to tell an adult who can help get him to stop. You don't need to tell the police, tell your Dad and Mum.
If this is happening at the school, go to the counselor or tell your teachers or the head of school.
People like him will keep doing this unless they are very clearly told NO and it sounds like it will need to be someone in authority as he isn't listening to you.
