All girls love receiving them, so don't be hesistant because i doubt she'll say 'errrr that's sooo corny don't ever say anything like that again' lol
Just say something like 'don't be silly i think you look great in at as usual'
It should work

P.s some girls even just say they look bad just so guys will compliment them!!!

 No girl of any age EVER minds being told she looks good, no matter who is saying it.
Except, of course, that if it's coming from someone she has been with for more than twenty years then she's quite likely to say suspiciously "What are you after?". It doesn't apply in your case!!

 she probally doesnt think she is ugly. everyone has things abuot her appearance they dont like. Most girls say they arent pretty to either get compliments n make themselves feel better or becuase they are lackin in confidence and dont want to come across as one of these girls who are very beautiful and know it.

My friend thinks shes ugly even though shes very beautiful.
When she says she looks bad in photos i just say "oh shut up you look beautiful" or something like that. I try and say it in a way to be nice rather than flirtly.

 I agree with Collaroy, no girl will ever laugh at you if you tell her she is beautiful. So just tell her what Collaroy suggested if you like her.
Now, if you're just trying to be nice and don't really like her, then think of some celebrity who looks like this girl and tell her that she reminds you of the celebrity.

 Do you like her? I think you do. So why not be brave and say what is in your heart. Girls like that, they don't like boys who bottle stuff up and never say what they mean.
So just tell : "you are a knockout", or "you look sexy" or if you are really brave: "I think you are beautiful"
Its all o.k. and she will probably blush and you never know she just may say she likes you as well. No girl will laugh at you if you say this.
So get in there son, what have you got to lose?
