 Everyone grows at a different rate and you still have some time to grow, I'm around your age (16) and a 32A just fits. I've just grown to accept them, they may never get any bigger than this.
People these days care to much about there own and other peoples bodies, which makes people really insecure. Everyones perception of beauty is twisted.
If you really want to you can buy gel inserts to put in that can make them appear to be larger.
Ignore people and don't let what they say get to you! :)

Dont worry I was very tiny at your age and am still a 34 B sweetheart, So dont get all worried about it love you can get some great bras now the gel ones they give you more shape if this is making you really upset go and see what you can get love also these are a little expensive but you can get what I call chicken fillets!!!!Please dont ask for them in that name as I dont no what they call them but Im pretty sure its not that! They look like rubber breasts and feel soft and you place them in your bra but if you do buy some hunny you have to take them with you to see if they fit in the pocket at the back of the bra, You are probably small framed like me Im only a size 6 to 8 its really nothing to worry about as if my boobs were bigger Id look really strange I think, Id rather stay as I am.. But even if your not it makes no difference as your still growing .Ive never been worried hunny. some of my friends are still small were some are huge
