 From your post it is easy to see that this guy likes you as a person and likes spending time with you. But it is really hard for anybody on here to say if he actually wants you as his girlfriend or not. He may genuinely just think of you as one of his best friends. There are plenty of men and women who have platonic friendships.
I guess the only way you are going to find out is if you talk to him and ask him. Yes I know that this could be scary for you and seems very daunting. But I guess you will never find out unless you talk to him.
Why dont you start doing the first move now and again to show him that you actually care as well. Maybe drop little hints to him that you like him and see if it progresses anywhere.
