Everyone gave you great advice. i just wanted to throw in a little sumthin-sumthin. When I was your age, my boobs were kinda small. But around 18-20, my boobs suddenly had a huge growth spurt! Now I'm a C cup (borderline D)! I promise, sweetness... you're not done growing!
In the meantime, why don't you pick up a padded bra? It can make you look up to a whole cup size larger!
By the by, small boobs are just as great as big ones. they don't sag when you get older! They'll be forever perky, and that my friend, is awesome.
As for your boyfriend, I am sure that he is not dating you because of your boobs. If he is, well - he's a loser and you should ditch him - but he's probably not. He probably likes you for WHO you are, not your cup size. You shouldn't be trying to change your body for any man!

My boyfriend woud love it if I made it past 3'6" Doesn't mean he is going to dump mer because of it. If you think he is going to dump you becasue of it, tell him that he can find someone better, with bigger chest line, maybe at a bar.

Whenever I feel self-conscious about my body or wish I could change things (happens at least a hundred times a day) I just think to myself, my boyfriend doesn't complain. I can't be that bad. He says he loves me and thats all that matters. Plus at your age you are still developing so you can still grow! I used to be incredibly conscious of how small my boobs were compared to the other girls until I started my period at the age of fifteen and now I'm 17 and a D cup! and besides, some boys arent even into boobs, my best friend was incredibly self conscious of how flat-chested she is until her boyfriend told her he preferred her the way she is.  Breast size shouldn't matter. If the guy has respect he will love you for you and accept the way you look.
Don't go messing about with you appearence. Like I said if he is respective he will accept you for you.
