She's wanting to meet him where him and her broke up and ask him out again. Good idea? Or bad?

 OH yeah...I *hate* texting. Your guy just might not like it. Or he might be driving a lot and doesn't want to text and drive. Don't sweat the texting thing if he's awesome in person, unless you see him sending elaborate texts to other people.
Ask your friend why she and her ex broke up in the first place. If the answer in any way involves a third person, then it's not a good idea that she's trying to get him back. That's like getting punched in the face and saying "please may I have another?"

 #1 Many men (and some women) just don't like texting. Personally, I'm one of them. It feels very distant, keypads are tough to navigate, it hurts the fingers etc. Don't give it any thought.
#2 It's impossible to comment based on what little you've told us, but let your friend look out for herself, hey? If she likes this guy and wants to give him a chance, that's up to her. If she has doubts of her own, give her the URL of this site.

 Some people just hate texting and phones in general. That's kind of just guy speak, one syllable, grunts, yes, no, k. Try asking him about it.
To the second question, probably a bad idea, but if he agreed to meet her maybe not. And you really can't do much to change her mind.
