It's when people say sexy things to get other people aroused and horny. Masterbation may or may not be involved. It also involves breathing a lot and can be easily faked. I don't think it's something at your age that you should be worried about. Some people do this for a job.

 Phone sex is just to talk dirty on the phone and the things you would do if you were really having sex with the person. It stimulates the two parties (or only the other one) and masturbation usualy follows the conversation.
Now, I'm not sure if that kind of activity should be appropiate for kids your age, but I accept it as an alternative for sex at your age. If you end up doing it, make sure the other person is into it or will be embarrasing for one of you.
