Hitting on him is a bad idea, he already has a girlfriend and his brother is your ex. Going out with him would be a relationship landmine.
Steer clear and find another guy.

You really shouldn't read too much in to kisses at the end of text messages. Some people use them all the time some never do. He has a girlfriend so leave him well alone and find someone who is free to go out with you.
