It sounds to me like she just sees you as a really good mate. Have you ever actually asked her out, or did you just get closer because you started hanging out like mates?
Ask her if she actually wants you to be her boyfriend or if she just sees you as a friend.

She may not be aware that you want an exclusive relationship or not want that sort of thing. Talk to her about it and if she agrees to have a boyfriend/girlfriend relationship, then she should stop the flirting.
