hi,
it is normal for her to be scared and/or embarrassed, you are aged 13-15, i am assuming she must be around the same age, even if her parents like you, she might still have her own fears and that is not exactly ungrounded.
this can be solved with time and patience, take care.

 You have to respect her on this one to, she may find kissing an cuddling in front of her parents disrespectful. Talk to her about it. Have you ever thought what her parents say to her when your not around, when you try to kiss her? Think about it, maybe try and see where she's coming from.
