 It's probably just acne or shaving rash, but if you have used anything in that area that some one else may have used before you for example a towel, razor, underwear etc, you could catch an STI or other skin infection.
Give it two days to settle if it doesn't go away book an appointment with your doctor!

That can cause spots, especially if you pluck the hair out as it can in ingrown hairs coming back that can get infected.
Make sure you wash carefully down there and if you do remove the hair in that area then exfoliate the skin so the hairs come back nicely and don't get stuck when coming out.
If you are worried though you should always see a doctor as we cannot diagnose medical problems on the internet.
