 In Canada, 16" is normal. It is a terrible burden, not to mention the fatigue it causes our backs. We struggle with this but somehow manage to carry on. It also makes it difficult to find a nice pair of shorts to wear in the summer. We either have to wear very long shorts or very short long pants.....

It seems everyone measures it differently, but it's certainly within normal limits. If I understand right from women, they tend to care more about thickness than length. And of course, it's how you use it that counts.
