 I got mine around my 16th birthday with out applying. I dont think you can ask before as there are certain rules regarding child emplyement. You should look these up yourself but im pretty sure they are like only working a few hours.

 are you English by birth? and are you a citizen of the uk?if you were born in england and was registed then you will recieve a card around the age of 16. as you can't really use it before then.

Not too sure if you can get one, they tend to send you it, but it is usually before you turn 16 it arrives.
You can work before you are 16 though, i know that much, there are just certain rules that apply. You would need to google that. So maybe it is possible to get your NI number card anytime soon.
Try calling social security? Or job centre possibly, they would know the rules.
