My GF moved to go to Uni and now she has broken up with me! Should I move on or hold on?

My girlfriend of 3 1/2 years recently broke up with me saying that she wasn't sure if she was ready for the next step. We've been apart the last 5 months while I've been at university. She said she wanted to use our remaining time apart (3 1/2 months) to see if she was making the right choice and that she recently had been unsure how she felt about me. I've been absolutely devastated ever since. She is 23, and I am her only long term adult relationship. Is this just commitment phobia? or has she just gotten tired of me? Will we get back together again when I'm back in town? Or should I just move on and forget about her?
