 If it's something "new" the see a doctor. Though I'm pretty sure it's perfectly normal. Penis aren't exactly "pretty" to being with so don't fret. :)

 If the 'weird patch' has always been there... then yeah it's probably normal. If not, then you need to get a doctor to take a look at it for you.

 If by weird patch you means warts, tumors, blisters, sores, anything oozing, painful, or oddly colored then no that's not normal. I think most guys have a penis that's a little darker than the rest of their skin, but I'm not sure how you expect anyone to answer to "weird patch."
