 Well, if your too shy then it means your not ready, and that's ok. I waited 2 months before I said the L word, but I felt ready to say it, and she said it back and I have never been happier.
Just take your time. When the time comes, you'll feel ready to say it. Until then don't worry about it.
I hope you eventually say it.

I presume you're a "fresh" couple, so... why do you want to say you love him? I mean, DO you love him? You can't love someone just by going to a drive in movie with them.
OK, if you feel attracted to him, just give him a kiss on the lips or do something romantic to him, so he can get the point. I think it takes much more than a drive-in-movie date to say "I love you".
