 You don't know how to ask because something tells you you shouldn't. Masturbation is a private thing. There's nothing wrong with it, but it's not something you share. Your friend will most likely get creeped out if you bring it up. So don't.

Why is it that you want to masturbate with your friend? Do you think you might be gay? Or are you looking for instructions on how to masturbate yourself, and just think she can help? You know that if you are 13-15, you are legally underage to engage in sexual contact with someone. There's a reason for these laws about how old people can be before they engage in sexual activities, it's because younger people simply aren't prepared for the consequences.
I think you should realize that asking someone this could wind up with the end of a friendship. She may not be interested in doing this with you at all and may in fact find it unappealing and troubling that you would want to do this with her. She may not feel the same way about you, you see.
There's really not a failsafe way of asking someone this question. It could really backfire on you. Are you prepared for the consequences?
