But never the less, masturbation is a completely natural way of discovering your body.
It think your far too young to have sex, I had sex when I was 14 and although I dont regret the person I did it with, (I married him in the end!), I did regret the circunstances. I wasnt ready metally or physically.
I had no idea how to have sex either, and to make matters worse we ended up splitting the condom and I thought I was pregnant!.(I wasn't by the way!, lucky escape!).
What i'm trying to say is that the age of consent is there for your own protection. so wait until you meet someone that your 100% sure is right for you .

your much too young, and you'll be coming of age where your mental state will be under a lot of pressure. the last thing you need to do right now is become sexually active. take your time, and don't try to grow up too fast :D

 You should wait. Even though your feelings telling you you WANT to have sex, your body and mind are just not ready, not to mention the legal implications.
At 13 your hormones will be going absolutely mental, I know mine were! If these urges become too strong, try masturbation, that should keep you occupied for a couple of years =)
