if i was you i would give him the romantic gift first, at dinner or whatever you're doing in the day...then in the evening tell him to wait in the bedroom while you slip something on for him. find something sexy to wear,underwear or whatever you have and then come out holding the handcuffs and say are you ready for your next present? i think he will love it, as men are very visual so to see you in some sexy undies holding handcuffs will blow his mind.

Wrap up the key to the handcuffs in a lovely box. Give that to him at dinner with the romantic picture frame. When he asks what's this for? you can smile and say "oh you'll see" or "the key to my heart darling of course" or something witty like that. He will be intrigued.
Later when you are getting ready for bed, or in bed, put on your sexy lingerie and ask him oh darling, can you get me a glass of water? then handcuff yourself to his bed and surprise him when he returns!
