Do you mean girls that he has hung out with, or do you mean girls like you that he has kissed and more?
I think, that at least as adults, saying I love you after a month is a little crazy and wacko or like he is using you.
However, if you feel that he is indeed genuine, just do what you want.
Do you want to hug him and kiss him passionately? Do that
Overthinking is something that does not go well with anything.
Best advice would be to make sure he has good intentions and then do what you want in the heat of the moment.
