How can I figure out how this boy feels about me?

There is this guy I like that I have known for 4 years. He is 16 and I am 14 turning 15 this October. Before I began to like him again, we hadn't talked for around a year. At first, it was just a crush bc I thought he looked like a guy from this popular band. It was just a small crush, but as school went along, I started liking him more and more everyday. Now, I am pretty sure I love this guy. Back when we talked he always had a crush on me, and the reason we stopped talking was bc of his mom. He is Indian so his parents are strict with the dating, but here's the thing; his dad and sister like me, just not his mom. So, we stopped talking and three weeks before school ended we had this flirtatous conversation which was basically me telling him to visit and him telling me to visit him. Here's my question: how can I go visit him without it turning into a problem? Also, how can I tell him my feelings for him or figure out how he feels about me? Thanks xx
