 Every girl goes through the stage of being shy around guys. You just have to be comfortable in your own skin. As CaringGuy said, maybe you're not ready for a boyfriend. There's no need to rush into having a boyfriend. It doesn't make you different it just means that you are more focused on other things. There's no need to worry about it.

If you're saying no even if you like them, maybe you're not ready for a boyfriend? You're still young, so there's no rush. So think about that. That said, if you want to be more confident, you need to just be around them more. Speak to them, flirt a bit and such. Talk to them. Get used to being around them, and your confidence will grow.
