I said i love you to him once and he never responded. I said something to him about it and he just shrugged. I'm so confused but I like him so much! All i ever want is a little recognition or compliments every once and a while. Not everyday but every now and again. I also think that he still has a crush on one of his ex girlfriends, but i'm to afraid to straight up confront him. What am i to do???

 Sounds like you a CHOOSING to waste your time on a guy who can't "give" you what you want.
YOU can't MAKE a guy be someone they are not. This guy can't be bothered to compliment you, or make sure you feel loved (verbally). and you... "think" he still has a crush on the ex? So why waste time on this fella? Because having a "meeh" BF is better than having none?
You seem unfulfilled and unhappy with the relationship, but you know what confronting him about an ex, isn't going to make him change or be a better BF.
