 Coz he wants you to think that he really likes you despite the fact that he has a girlfriend. It's a strategy, he will probably make a move and try and ask you to keep things hush hush (secret lovers.)
I know it's hard to ignore someone who is staring at you but you have to. If you ignore him hard, then he will stop. If you acknowledge him, you're falling right into his trap.

 he is flattered and intrigued that's it. you can't do anything more then just be friendly with him. if he has a gf you need to respect that and should they break up, wait for him to ask you out. he now knows that you like him but guys need to be the ones who are the pursuers, not the ones being chased:) good luck hun!
