He doesn't want to date but is still flirty with me, what does it mean?

umm i need help well this guy i know i liked him a while back and i stopped liking him but then my brother told me he liked me and so i liked him again so i confronted him about it but he said he liked me but not enough to date me. but he is still flirty and last night he asked out my best friend and asked me to leave the room for 10 minutes and when my friend came out she said he wanted to cuddle with my friend and didnt want me to get jealous. does that mean he likes me too or am i just jealous or is he just an asshole?
