He calls me a lot but never wants to do anything, together! Should I drop him or hang in there?

So here's the problem, I really, really like this guy. He says he likes me too, he calls me beautiful and says he cares about me. We text each other 24\7 and talk on the phone 3 or 4 times every day. We hang out sometimes but nothing has actually happened between us. I ask him to do stuff and he will say no but will ask me to do stuff when he knows I can't. I just feel like this is going nowhere, my question is do I cut my losses and leave it or hang on and see if anything happens. I don't know what to do! Thank you for taking the time to read this :)
