Recently she has started talking to me and moving close to me. I dunno if she is flirting or playing games. Then the other day she starts texting my cousin and now it looks like she is getting with him. At first I thought it was to annoy me, but it seems genuine. Should I just forget about her all together?

Well if you like her then you need to make a move before you lose your chance. Obviously whatever happens this could affect your relationship with your cousin, but if you really like her than you've got to put yourself first. I once lost a girl in similar circumstances, she told me afterwards that she had always shown interest in me but I had never made a move so she didn't think I was bothered, and I was so annoyed at myself for not declaring my interest. Go for it !.
