 A lot of people who divorce are not interested in getting married again. On the other hand, divorcing is a step into accepting it didn't work and that you will not be with that person anymore. That is a step a lot of people are not willing/ready to take.
He's not moving on and you should really have a "talk" to see if that is even a remote possibility.
