He goes to a different school but we live on the same block. If he ever runs into me and Im on my way to the store or to my house he walks me there and always asks for a hug and compliments me. Should I tell him I have a crush on him? Or is he just being nice?

 To be honest with you, it sounds to me like he likes you as well. He goes out of his way to talk to you and walk you to the store, he asks for a hug, that is all signs that he likes you as a person. I think you should ask him would he like to hang out some day and see how it goes. Get to know each other better first before you confess you have a crush on him. Just hang out more and see how things go.
