You both are pretty young and he could just be painfully nervous. Maybe you should do him a favor and YOU make the first move? You could open your arms for a hug, or you could say something like, "will you kiss me?". Maybe he just needs a little hint. A little push in the right direction.

 If you're dating, and it's been three months, he should have at least hugged you or held your hand. Part of being a boyfriend is knowing when to show affection. It seems that maybe he just wants to be friends. He may just love you in a different way than you wished.
