No, there is no way u can get pregnant as long as he doesn't cum. If u decide to go all the way make sure u use a condom, promise they will save ur life.

It is true that you can get pregnant without penetration, but for this to happen either pre-cum or semen has to get into your vagina... This is HIGHLY unlikely through clothing.
I heavily suggest you learn a bit more about sex education before you go any further with him.

It is not true that the penis has to enter you in order for you to become pregnant, if his penis is near your vagina and he has emited what's called pre-ejaculate it is possible, all though not as likely as if he had entered you, that you could become pregnant. This pre-ejaculate contains many sperm and they swim and can live inside you for about 3 days just waiting to see if you have an egg they can fertilize.
So, I don't think that having your underpants on means you are pregnant thought, hihgly unlikely. But if you are thinking of going all the way, and I hope you are not, you are quite young, then please go get on birth control pills and use a condom always.
Having sex at a young age for women (even if you only have one or two partners) greatly increases you risk of contracting cervical cancer for reasons that are not fully known. That would be enough reason for me to wait until I was fully mature (around 20) to ever think of having intercourse, but maybe you are feeling bullet proof.
