 32-C isn't necessarily small, i'm only a 32-B!!!!!
Quick fix for me if my boobs looks small, buy clothes with horizontal stripes. Stripes make your boobs look bigger and your tummy look flatter instantly!!!

surefire way to tell - flash a few guys and the ask them what they think. Seriously - if you have the freedom from inhibition to do such a thing, you'll be quite shocked at how honest most guys would be about it. Of course, this soloution isn't for the inhibited, tame, meek, or faint of heart, but I really can't think of a better way to get a statistically accurate opinion of a specific girl's rack.
On a less shocking note, you'll find that like most proportion questions, there's guys out there to whom your breasts are perfect, just as there's some who would like more, and some who think that's too much. The bell curve may or may not have a majority in your favor, but there will be plenty who like the same size catagory into which you fall.
