 From my (limited?) experience, women are different. Some need both penetration and other stimulation; some need more of one than the other; a few seem to explode in an orgasm whatever gets touched as long as it's done in the right way.I don't think you have a "problem". I think you just needs to experiment a little with different positions until you find one where the right bits for you are getting the right pressure from the right angle. If it's not working for you, then consider asking your partner to use one of the widely available rings that has a little attachment to press onto the right bits when you make love. Any good website selling adult "toys" will have a variety of them.
